People v. Barr.
No. 24PDJ033. 5/5/2025. Stipulation to Discipline.
June 27, 2025
The Presiding Disciplinary Judge approved the parties’ stipulation to discipline and suspended Steven J. Barr (attorney registration number 05083) for six months, all to be stayed upon Barr’s successful completion of a two-year period of probation, with conditions. Barr’s probation took effect on May 5, 2025.
In July 2023, a client hired Barr to represent her in a dissolution of marriage case. During a conversation with his client in August 2023, Barr referred to the opposing counsel as “that bitch.” Later, during a different conversation with his client, Barr referred to his own client as “the pretty little bitch.”
In addition, Barr failed to file a reply in support of a motion to freeze assets that he had submitted on his client’s behalf, despite seeking and receiving an extension to file the reply from the court presiding in the matter.
Through this misconduct, Barr violated Colo. RPC 1.3 (a lawyer must act with reasonable diligence and promptness when representing a client) and Colo. RPC 8.4(g) (in representing a client, a lawyer must not engage in conduct that exhibits or is intended to appeal to or engender bias against a person based on the person’s race, gender, religion, national origin, disability, age, sexual orientation, or socioeconomic status, when such conduct is directed to anyone involved in the legal process).
